It's a software feature that allows said knob to adjust anything the mouse hovers. For 3rd party plugs, it requires vst3. Which most things I use have implemented...however, the third party sort of "calibration" is sketchy. So, with the built in stuff of Steiny's it's smooth and natural...with the third parties, ehh...some work fine, some spin virtually WAY too fast.
No, I have a Griffin knob in term of the physical knob. I've wondered if I bought the CC121 (or the unit you mentioned) if it would smooth that at all.

Not because it doesn't use VST....because its not Cubase. It won't work in Reaper either. It's not a plug in thing-it's an application code thing. If you want something like it, you need to tell Avid. Judging by most of their implementation....the AI knob was a v4 thing what 5 years ago? It won't be too many more years before Avid does something similar.

But....can you turn virtual knobs with the mouse wheel? If so--the Griffin will allow you to configure its turn as a mouse wheel turning. I don't know how well that actually works...but, it is possible (not so with the Steiny hardware).

I thought you were saying the Griffin only works with VST plugs, obviously the Steinberg item won't work with Pro Tools.

The "AI Knob" concept is Cubase only no matter who makes the hardware.
I did mention that you can rig the Griffin to do other things--like simulate a mouse wheel...I'm completely unfamiliar with whether PT will allow you to turn virtual knobs with the mouse wheel (which Cubase can as well regardless of VST version)...if it can, the $30 Griffin knob can be set to emulate a mouse wheel--thus, yes would work.

I have four of them I use with Cubase. It has taken a bit but I am really using them a lot these days.

How do hover the mouse over 4 knobs? You mean on different systems?
