It's a rack mounted PC with a control surface running a pre-Windows dedicated OS. It does say Neve on it though...

In its day very cool, by today's standard very clunky & very little support! Think of it as a $1500 boat anchor that will probably cost almost as much to ship! I'm not even sure if it's 24 bit and how you interface AD/DAs ! But the manual can be found online!

You can see why this kind of pro gear cost so much when new.
Many, many hours of R&D, high setup and tooling costs, minimal production runs and limited sales mean high per unit cost.
Then three months after the studio extends their overdraft to buy it the next 'flavour of the month' piece of gear is announced and no one wants to use your overpriced 18bit 'boat anchor' any more because the new one is 20bits.
