I have a new project doing original Industrial Metal and I'm looking for ideas for effects for the vocals, It's more NIN influenced than anything else, just to give you an idea. I'm going to try my Bass Envelope Filter and a Boss DS-1 to see what I can get out of that combo, any other ideas? Any good Plugins for this sorta thing? I can cut low end etc in the DAW to achieve that type effect but I want to be able to do it live as well.

It's not an effect for Trent. It's the way he is singing and then the mic and compressor he uses to accentuate "the hair". You will get more rasp out of a hot mic with a capsule that accentuates the higher mids; 67 clones, C12 clones, 251s, cheap Chinese capsules.

Smart use of Soundtoys Decapitator can get you an excellent gritty vocal sound and can mangle up synths/guitars/basses/drums.

If you don't own one of these, you're diddling yourself. Sound great and they're really fun for performers. I've gotten some amazing takes with artists just cause they can run around and scream into a distorted amp while I crank the speakers. I also use it with my Deluxe Memory Boy and even my friend's Watkins Copy Cat for dub FX. Live the only issue is that you may end up needing to eat the mic to avoid too much feedback and if you want to play you'll need to improvise a grip. I know one version of this mic comes with no volume pot, but instead a threading for a micstand. If you're comfortable with adding feedbacky filth to your performance, however, then this might be a bonus. Depends if you mean NIN circa Only or circa March of the Pigs.

To get that chaotic telephone sound I like to smash the heck out of the signal with high and low pass filters that keep the frequency response of the vocal constrained between 600Hz and 4k (if I remember correctly that's the actual bandwidth of audio through the phone system), then suck all the dynamic range out of it with a compressor w' high ratio, pretty low threshold, fast attack, really slow release followed with enough makeup gain to give you some nice fuzz.
ITB bit crusher plugins can be really cool for that effect as well.
