I just got notified of a charge from Algeria? tried to contact PP, they won't even put my call through, says all lines busy, call back later? seriously?
anyone else see any anomalies with paypal?

Srsly.. Paypal are impossible to deal with in any real way. They make it very hard to contact them, probably so you won't in the future. The written "form" stuff takes forever (days/weeks) to get any meaningful responses.. Most are just cut/paste replies from someone that have a lot of words but don't say much.
Calling them is more productive when you can actually get a person on the phone, but overall, they are bound by whatever rules they claim to have at the time, so expect a lot of "there is nothing we can do" responses. Don't give up though, you'll eventually get a person who can/will do something about it.
However, it's not really like them to allow a "charge" to come through without your approval, unless it's a credit card chargeback.. Which they'll let go through and then claim they have no authority to do anything about it because they are bound by "credit card laws", of which they can't/won't tell you anything about..
If it was a chargeback, you can dispute it and paypal will investigate and probably go to bat for you against the credit card company who levied the chargeback.
It WILL take like 90 to 180 days to work out. The CC company will probably find it in your favor and refund your money, but they will NOT give you back any "chargeback fees" no matter how much you complain.
Unfortunately I found this out the hard way.

I stopped using them over 5 years ago because of their policies. Same with Ebay. I've gotten screwed by both.

Yeah - not fun. Not taking up for paypal, but I have never really had a problem getting them on the phone. Isn't there some kind of code they give you when you look up the number to call?

i filed an unauthorized purchase on their site, but achieved no feeling of confidence that it would stop any future unauthorized activity, thats why i called them, i also changed all my passwords/security questions, a total PITA
this isn't the first time i've had probs with PP, they double charged and pulled an additional $1,800 out of my account on a CAPI purchase! The next CAPI purchase, i just sent $ direct. The credit card co's should figure out a way to get rid of them, what's the point of yet another middle man? just creates more convoluted BS....like this for instance.

I had to deal with them once, it was a few years back. It was really quite excellent. As I said, it was a while back though. hope it gets sorted for you tonycamphdcheers Wiz

Been there done that, the 1:45 on hold was anything but fun but I did get my money back! The really fun one was when my ebay acct got hacked for the second time, I gave up and started over!

So dig this, yesterday I filed a claim with PayPal, who notified me, I notify my bank that I was charged with a fraudulent charge, today it goes through ANYWAY! and I get hit with all kinds overdraft fees! The solution I learned a long time ago is to set up a Bank Acct that you use just for Paypal. Just transfer in and out as needed.

The solution I learned a long time ago is to set up a Bank Acct that you use just for Paypal. Just transfer in and out as needed. That's what I do…. I keep the account opted out of overdraft as well so they can't force anything through if it's not there. Paypal will take it quick, and when it is corrected it takes weeks for them to put it back. I've been fairly lucky with them, but have had some bad run ins. Once I set up that account though it has prevented me from eating beans and rice for a weekend that's for sure. I've heard some horror stories from friends, hate to hear of another one. I hope you get it worked out tonycamphd.

they're "investigating", they charged my account even though they were notified a day before that i didn't make the purchase, that is just absurd, they pretend it's their system being vast and a little slow on it's feet, but this is thinly veiled horseshit, Paypal clearly makes lots of money by dragging out transactions and having your money sitting in there accounts, the longer, the better, and they don't pay overdraft fee's, which gives them incentive to screw you farther? I'll be filing a fraud charge against paypal with my bank tomorrow, i have the email confirmation that they were notified the day before that there was a fraudulent charge pending, and they put it through anyway, in 2014 you can contact anyone in the world, 50 different ways in less than 10 seconds, there is simply no excuse for a billion dollar company to pull this shit.
we'll see....

Anytime I get money on Paypal, I immediately deposit it in my account. They charged me back one time and my account on paypal just went negative. I contacted the person and he said he didn't do the chargeback - I threatened to break his legs and he sent me a check...PP never fixed it, but I deposited the check to bring me back to a zero balance.

I deal with them nearly every month because I get payments via PP. I never had a serious problem for about 6 years.
Had to call them once and the problem was solved within minutes. Cant say anything bad about them.

paypal actually credited me the overdraft fee as consolation, and sent me a letter verifying an unauthorized charge that i can present to my bank, and due to a regulation(regulation E?) that was imposed by the gov after the bailouts, they cannot charge me overdraft fee's on fraudulent charges, something I guess they've done in the past? so i should get that $ back as well. I don't know, what i do know, is i'm stunned that they stepped up to the plate, on the phone, to finally to take care of this, it was still a giant PITA, but maybe they're upping their game slowly? we'll see.....

Good news. They must have changed policy because the last time I had a chargeback, PP claimed that I would have to speak with the credit card company to get the chargeback fee refunded. When I asked which CC company it was, they said that policy said they couldn't tell me.
