I want to do a project that shifts from 5/4 to 4/4 for a specific use. I'd really like to copy two bars of the meter line and paste a billion times but it seems I'm missing something. Is what I'm asking possible?

Super simple. Open "meter" ruler. Put in your 5/4 on bar 1 and 4/4 on bar 2. Be in grid mode. Highlight bars 1&2. Hit repeat - option R - and type in a billion times, and you're good to go. Takes less than a minute.
Conversely, you can copy and paste in the meter ruler as well. Again, make sure you are in "Grid" mode.
