Update:
I was able to reinstall Windows 7 on a new SSD (Plan A). However, because Windows 7 is no longer supported I could not get some updates I needed to make Waves Central and iLok License Manager work. In addition, I could not get my Multiface II working. Rather than spend days trying to figure this out (if I even could) I decided to clone (Plan B). Acronis comes as a part of the Crucial SSD purchase so I first cloned my OS/application drive. My HDD is so slow at this point I wasn't even sure it could handle the cloning. Took a while, but it worked. I know I still have all of my junk, but the SSD is running very fast and the hiccups I had with Reaper and Windows Media Player seem to be resolved.
I also cloned my audio HDD to SSD.
Plan C was to upgrade to Windows 10/11, but I just wanted/needed to get back up and running. Whether or not this is a long-term solution time will tell, but for now it's working well. Still messing with getting Waves plugins activated, but that's not a huge issue at this point.
Thanks to everyone for you help.
