If I could buy only one: Which is preferred for tracking vocals?
If I could buy only two: Which one is preferred for the mix buss? (stereo so they have to be the same)

If I had to pick, EQP1A for both situations. I feel like I'd rather have a really sweet-sounding EQ dial in the HF/LF balance as opposed to a limited (albeit also very sweet) midrange EQ.
Any time I EQ vocals while tracking, I almost never touch my EQ's mid band. Pretty much just high and low shelf to make it brighter/cut mud.

The meq hi mid band is a narrower q than you’d expect if you’ve never used them. Not great for vocals, imo. Probably not great for mix buss either. Eqp high band is obvs great for vox and mix. LF band is ok for vocal once you learn the shelving interactions.

I find high boost on the MEQ useful for enhancing a high mid frequency on electric guitars, kick or bass. I agree with, bgrotto, the Q is too narrow for vocals or mix bus use.

You want to make a "Smiley Face" EQ curve, lightly bumping the lows and either the mids, or the highs depending on your needs when mixing through a unit like that from the start. The MEQs are great if you already have a pair of EQPs to chain after them for additional bands. But honestly, it's all about that bass bump at 60Hz or 100Hz with an EQP.

If you can, demo a Thermionic Swift.
It’s a fantastic tube EQ that’s equally great tracking, mixing or on the mix bus and then further use for mastering if needed.
It has a priority “presence” band that is really unique in the way it brings out mix details and a passive air band like a Maag EQ.
Two active Baxandall shelves, two passive Pultec style passive inductor mids for boost and cut.
HPF that can do the Pultec cut/boost trick in the lows.
My only criticism is it lacks a 160hz band but as it’s a cut zone almost all the time I just use the DMG Equilibrium for that task.
Honestly, I highly recommend a demo it’s a fantastic unit, imho bettered only by a combination of 2x Pulse Pultec EPQ’s and a Maag EQ4 which would equate to a heck of a lot more money!

Singers seem to respond to it particularly well while tracking; every time I put it in the chain, they report a better headphone mix and easier monitoring of their own voice, even if they don't know what I've done. I also like the way it shapes the sound as its heading into a compressor; seems to make the compressor respond in a particularly nice way.

The maag audio eq2 500 series looks like simplified and very affordable solution. Two independently switchable on/off bands and supposedly the same quality as their 19" unit and a wide range of frequencies, including switchable Q's on the bottom end. I also like that it includes 15k on the air side. It's boost only, but that's all I'm going to do with it on both sides, right?

I’m often doing a couple clicks down on the sub, click up on the 40, click down on the 160 and some air. The 650/2.5k may or may not end up being polished in either direction.
