Can anyone recommend a good safe material/product to wrap a resistor in to insulate it's heat output ?

There isn't much that would work. You could use various types of fiberglass insulation but you'd have to be very thorough in making sure it's essentially airtight around the resistor. Even then, I've seen resistors self-heat in enclosed spaces so much that they weaken the solder that holds them.

Thanks for that. It is for a resistor dropping 11volts for the 89mA meter bulb in an 1176 build. mnats.net/1176_reva-d_hairball_wiring_meter_lamp.htmlThey say it gets hot and recommend wrapping in this (pictured) but I have no idea what it is - looks like styrofoam to me!

That is a sand resistor. They are usually 2 watts or more.
