Anyone know Rick Barker? He a scammer or legit?

I caught his seminar at the 2018 DIY Musician conference, and then also a free intro online seminar designed to show you a bit of what he does and get you to sign up. If you want to learn how to use Facebook ads and incorporate that platform into your marketing, then he is legit. There are lots of free online resources to learn how to use FB ads, but Barker applies it directly to the typical musician’s situation. That’s a value-add right there. He also offers community, feedback, exclusive access, and so on to enhance his value proposition to you. Not a scam, IMO. Just depends on if that’s what you want to learn and is that the best way for you, personally, to learn it.
