I've thought about this quite a bit but what is counts as a bare frame? Two 500 series slots for Mic and EQ, with a fader, line amp, and busses? API-style you have 4 or 5 op amp stages from line in to direct out / bus. Another op amp or two for each bus including all aux or echo sends, another pair for the program bus. Every return needs one. Even a modestly sized console like 16 stages has 64 op amps before you even get to bussing and that doesn't include mic pres and EQ! Something like a modest API frame, unloaded, with at least 3-4 500 series slots per channel. Probably 3 - mic pre, EQ, compressor, nope, need 1 more for buss assigns and 1 for auxes, so 5 plus fader.. Available in buckets of 8, plus a compatible master section. Provision for line amps inside the frame. Maybe split each bucket in two for those who don't need a bunch of auxes and mix busses. I think that'd get messy quick, even if you went to a double sided non-VPR pinout. Im in process of building my own 500 serise console. I'll use 3 TAC 511 racks in the advanced operation layout with balancing card all stuffed with Jeffs ML2 modules. The TAC racks have Insert and Send built into them so from the modules(faders/filters) I will send stuff to other outboard gear as I see fit. Compressors, EQ, Effects, whatever. Main output will feed Jeffs new Summing mixer when it comes out. Figure this will allow myself some great flexibility and easy recall for a hybrid mixing setup which is exactly what I want. Now for a recording setup that would be a bit different. You'd do the same thing though but probably with VP28s as its a mic pre with a fader stage in it. Hell you could probably do that the same way I plan on doing it just run the VP28s in Line mode when you return stuff from the DAW. Not ultra flexible but would work if you did a good job capturing raw audio and then did your mix down afterwards or were just careful in your bussing and routing of channels to do a half and half setup.

The buss and routing modules may conform to a different pinout, I don't know. When I went to work for FM Productions they were in ther process of retiring their big API modular (nicknamed "Gold") in favor of something more "modern" that didn't require quite so many people to move it around at shows. (Imagine touring with a full blown API!), so I never really had a chance to get very far into it.
