I don't think a music background is important for a producer but communication skills and extensive experience as a music fan is important.

The artist has almost always paid for everything. Yes, you are of course right. But I have a feeling the artist might be more aware of this fact now, than earlier. Of course, I wasn't recording or producing back when labels ruled the industry, so I don't have first hand experience regarding this.

If you mean back in the 70s or 80s I can't answer that. But I think it's flat out ridiculous for a drummer to have a say on the level of kick drum as it could throw off the whole balance of a mix. And I'm a drummer as well as a mixer and producer. I suppose if it's truly a creative democracy type band where all decisions are made by consensus it might work. But if that's the case you're not really producing or mixing, but just facilitating what a group of musicians think they want to hear.
