Sold previously on ebay in 2003 for $7100. Has had some work done since then. So, who's the buyer for something like this? As a working unit is it going to be so amazing to command that sort of money? Or is it all about nostalgia and provenance?

It's all provenance. It's a home-made/super-short-run limiter no one's heard. It may be amazing, it may be average, it may or may not be unique in function. I imagine it's pretty good but then so are a lot of things 10x less.

some of the plug ins sound too good vs investing 12k £ for a home made something from the past...

Let's not even talk about plug ins. Let's talk apples to apples about all the other vintage and modern hardware vari-mu types that may do equivalent or better for 5x-10x less.
But really, it's a collectors piece.
I have had a fair number of super rare tube limiters in my collection, some I've sold on, quite a few of which you'd be extremely hard pressed to go find one for yourself. There's really only one of them I'd call 'special' sonically. They are all unique, which has a certain value, but then what isn't unique? Plug-ins.....

I can see the attraction, beautiful bit of old kit which you can use or just admire (and wonder which songs it's been used on). And you'll probably never lose money if you decided to sell. Kinda like the audio version of a vdub camper ( only this time rarer). It's all out my league but I love the fact that there is this real optimistic market for old gear.

Been wondering in actually purchasing a vintage neve pre would be a smart investment ... I'm not sure this would be a wise buy even for the most rekniwned tone / color / analog freak 😀

I'm not sure $7K in 2003 was a wise buy either, but probably made a lot more sense than now given the retro-repo-clone market hadn't even really started up yet. Today there are so many choices, and a lot of people who would consider a piece like this in a time of scarcity might never think twice with today's options. But there's always those guys who can buy anything, and the money doesn't matter. That's who ends up with this.

For contrast, some misguided soul is asking something like $12K for a Collins 26W in fairly horrible condition. They are pretty common, and I'd struggle to find one as bad looking. And someone may look around, not see another offered for a month or two, and pay it. And it would be the new price for the few moments before 300 other people went 'oh shit' and try to sell theirs for $8K instead of the $2K-3K they sell for today.

A $12,000 compressor won't write better songs for you...
