I've got a OWC T-bolt PCIe 3 space expansion chassis that houses a SSD drive. The fan is too loud to be in the recording room, and I've unplugged the fan and the SSD doesn't get hot enough to worry me. I want to add another SSD in there, and then I'd like some air moving in the box.
Is there a way to make the fan spin slower?

Go to Newegg.com and check out the Noctua NA-SRC7 and/or the NA-SRC10 depending on if you have a 4-pin or 3-pin fan.
I think it's a simple resistive "pad" to limit the amount of energy reaching the fan. I use some of these in one of my computers.
